Development begins with the agitation around elementary requirements, which are overlooked, but unless that is substantiated by empirical study the implementation does not begin. So it is better to do things informally to start the process from the scratch.

Will the demand for a caste census have a long-term impact ? Indian politics is known for its fascination with the caste. Political parties in India have often played with the innate characteristics of caste to secure their vote banks.
